The last time this happened, i had all sorts of issues. Finally tracked it back to the driver. Rolled it back in safe mode and it worked just fine. Well, naturally i freaked over the driver update, but it worked just fine so i didn't worry too much. Until this morning. When it "tried" to start back up, it would give me a solid amber light on the power button and the CPU fan was running very loudly.
I went to the Zotac site, downloaded the latest driver and rebooted the system. Same issue. So now i am waiting another little while with the CMOS battery and GPU out and if i have the same luck i'll go back to the Zotac site and download an older driver. I had this issue before and my last alternative was to try an older driver and it worked like a charm. I'm guessing that for whatever reason this GPU doesn't agree with newer drives in this system.

That would've been my first step. Trying to clean out old Nvidia drivers? There's a 3rd party tool with a pretty good reputation called DDU! I am with the other guy though, stick with stable drivers for now. This looks like a handy tool to have! I was able to download a driver from August off of the Nvidia site and so far so good.
I can't find the disc that my GPU shipped with, but as long as this continues to work i'll be cool with it lol. I just can't understand why in using updated drivers causes this thing to lock up.

Sounds like you need to install some drivers for it. Wiped all nvidia related stuff on my PC and reinstalled it. Didnt helped :P. And i just a powersupply from be quiet well It shouldn't even turn on at that range; or at least be such a low RPM you wouldn't hear it. Is the GPU new? I would contact the place of purchase about replacing it.

I have seen posts about this on other websites, i didn't see any in my initial search on this one. If it is a bearing, and i believe its only happening with one fan, is there a quick fix that wouldn't breach warranty, or am I condemned to send back new card through RMA?

I considered putting card through Benchmark to see if getting fans up to high speeds may setting everything in, however as card was less than 1 hour old out of original box anyway I didn't want to risk anything without confirmation. I am just hoping there is another alternative to an RMA as while I have a backup card, having a better one installed at the moment makes me happy.

You could try putting a heavy load on the card like you said or you could use PrecX or MSI AB and manually set the fan speed up high to see if the issue gets corrected. Worth a shot I, too, have the clicking fan issue, which for me, developed after a month of use. I have tried ramping up the fans and benchmarking hoping they might fix the problem, but it goes away temporarily and eventually comes back.
